Added cms_smarty_template_block

Added CMS_RESPONSE.module_assets_location and CMS_RESPONSE.module_assets_theme_location
    that help locating module related assets.
Added CMS_BLOCK.is_raw to abstract CMS_CONTENT_BLOCK.is_raw
