Updated user.sql added tabled auth_temp_users.

Added CMS_TEMP_USER as part of the core.
Moved the code from CMS_TEMP_USER_API and CMS_TEMP_USER_STORAGE_* to
CMS_USER_API and CMS_USER_STORAGE_*.
